When community leaders become concerned about a health problem, opportunities for community-based participatory action abound. Upon recognizing the exceptionally high rates of sexually transmitted infections (STIs), including HIV/AIDS, as well as teenage pregnancy in their community, a group of concerned individuals decided to take action. Because rampant sexually transmitted infections and teenage pregnancy rates affect not only the health of individuals, but also the health of the community, a global county action plan was needed. Unlike many such projects, this one was initiated by community members, including social workers, community health educators, and county health department (CHD) leaders.
